Changes to Transit Declarations in Belgium (NCTS Phase 5)

The changes in the New Computerised Transit System (NCTS Phase 5) will come into effect in Belgium from January 21st 2025 (00:00:01 AM CET). From then on, the previous Phase 4 version can no longer be used. These updates are part of the EU's effort to modernize and harmonize customs processes across member states and participating countries. Below is a summary of the key changes and what they mean for you.

Making the switch from NCTS Phase 4 to Phase 5

Belgian Customs informed us that all tests went well in the new system however an emergency procedure will become active on the same day (21st of January) “just in case”. Be advised that we potentially will experience extensive delays due to the NCTS system being down. Moreover it’s possible that linked program’s such as CCRM and CPU will experience delays or difficulties as well.

If the emergency procedure needs to be used following the system being down, we advise to wait for the re-start of NCTS phase 5 to draft the transit documents whilst emergency procedure documents can result in clearance difficulties at destination.

Below, we provide an overview of the new and updated fields (boxes) in NCTS Phase 5 and how they should be completed, including codes and examples. These updates align with the EU Customs Data Model (EUCDM) and Phase 5 specifications.

Box 2: Consignor/Exporter

What’s new?
The consignor’s/exporter’s EORI number is now mandatory. 
How to complete:
Name and Address: Provide the full name and address of the consignor/exporter.
Example:
EORI number: BE123456789
Name: ABC Logistics 
Address: Example Street 10, 1234 AB, Amsterdam, NL 
EORI Number: Enter in the format BE123456789. This will differ from country to country.


Box 8: Consignee

What’s new?
The consignee’s EORI number is mandatory for all parties within the EU.
How to complete:
Name and Address: Details of the goods’ recipient.
Example:
EORI number: BE123456789
Name: ABC Logistics
Address: Example Street 10, 1234 AB, Amsterdam, NL
EORI Number: Use the format NL987654321. This will differ from country to country.


Box 31: Description of Goods

What’s new?
A more detailed description of goods is required.
How to complete:
Description: Provide a clear, standardized description of the goods that links with the usual trade name so that a HS code classification is possible.
Example: Men's shirts of Coton
Packaging Codes: Use codes from the official list.

Example: 

  • Code: BX (boxes).
  • Quantity of packages: 50.

Box 33: Commodity Code
What’s new?
The use of a detailed HS code is now mandatory.
How to complete:
HS Code: Provide a code of minimum 6 digits (with a max of 8 digits).
Example: 620520 (Men's or boys' shirts of Coton)


Additional NCTS P5 Information

  • Container Sealing: Details of container seals must be included where applicable (seal number). For further details or support with completing the updated forms, feel free to reach out to our team at Customs Support Belgium!
  • Customs licences in the simplified procedure: The license number needs to be added for the licenses Authorised Consignor and Authorised Consignee. Please provide the license number in your assignment.
  • Locations code's your licenses: Some will have been changed following NCTS Phase 5 (Temporary storage license has changed - License approved place for loading and unloading will potentially change in the future). Please review your license and inform Customs Support as soon as possible of any alterations.

    More detailed information is required for declarations, including consignor and consignee EORI numbers, HS codes, and packaging details.

  2. Mandatory Digital Submissions:

    All declarations must be submitted electronically in accordance with the latest EU Customs Data Model (EUCDM) standards.

  3. Enhanced Risk and Security Controls:

    Additional safety and security data must be included, such as container seals and transport details.

  4. Use of Harmonized Codes:

    Accurate and standardized HS codes (minimum 6 digits) and packaging codes are now required for better traceability and compliance.
     

What do the NCTS5 changes mean for me? 

  • Updated Data: Ensure your shipment details include all required information, such as EORI numbers, detailed goods descriptions, seal number of container and correct HS codes.
  • Orders: Verify that your orders are up to date and compatible with the NCTS Phase 5 standards.
  • Process Readiness: Review and adjust your internal procedures to align with the new requirements.
